Case Study: Design of IT Governance Methodology

Our customer, a recognized industry leader operating port facilities, wanted to establish a standard approach for implementing the IT function in its sites which are newly developed from scratch (“green field” terminals). The general goal was individual IT implementation projects in the future to be able to follow an established “Best Practice” company methodology which to provide guidance about setting up all mission critical IT functions on a terminal.

What We Did:

IntelliCo Solutions worked on-site in a newly developed State-Of-The-Art terminal facility of the company in Southern Asia (Vietnam) and carried out a thorough review and analysis of its particular IT set up. In parallel multiple interviews were conducted with relevant IT management representatives from both the Terminal and the company’s HQ in order to be able to facilitate the creation of a Methodology regarded as “Best Practice” from all stakeholders. The IT Governance Methodology prepared by Intellico Solutions covered several major areas of the IT Implementation project:

  • IT Governance and Budgeting – this included IT Implementation project specifics, overall project budget structure, schedule planning specifics, IT sub-project portfolio definition, IT Procurement strategy
  • IT Organization Setup – IT Project Organisation Chart, IT Project Role responsibilities, IT Manning plan
  • IT Infrastructure Systems – this part of the Methodology was supported by separate documents detailing the particular specifics of the architecture of the Facility Cabling and Network, Data Center & Storage requirements, Wireless Communication System (Radio System), VOIP Communication system, Access Control System, Closed-Circuit Television (CCTV) system, License Plate Recognition system, Optical Character Recognition system (OCR), Reefer Monitoring System, Truck Appointment system, etc.
  • IT Application Portfolio – Terminal Operating System (TOS), Position Detection System (PDS), Equipment Control System (ECS), ERP system, Remote Crane Monitoring System, BI system, etc.

The Result:

The project was executed on time and in budget. We delivered a standardized IT governance methodology to be used across sites. This laid the foundation for improved operational and cost efficiency, easier and faster design, deployment and maintenance of IT and Communication technologies.
